Since the 1980s, Wei Fengsi found the non-self-similar solutions for interplanetary shock wave propagation in variable-density, moving media. On March 13, 1989, a solar storm caused a complete blackout in Quebec, Canada, with losses reaching one billion dollars. On April 29, 1991, a severe geomagnetic storm caused catastrophic damage to a nuclear power plant in Maine, USA. As developed countries scrambled to plan satellite-based solar monitoring, China faced a critical choice.

In late 1993, Wei Fengsi, who was responsible for drafting China's space physics development plan, felt that developing China's space physics first required building the capacity to monitor the space environment. He took China's national conditions into account and found a path completely different from the West. Western countries generally adopted a satellites-first, ground-based-second technical approach, relying on expensive satellites for detection. Wei Fengsi proposed leveraging China's traditional strengths in ground-based observation systems, using existing ground observation stations to establish a cross-shaped ground monitoring chain along the 120th meridian east and the 30th parallel north.
