The land was neither coastal nor border, and the nearest prefecture-level city, Shaoyang, lay more than a hundred li away over mountain roads. Yet the central-Hunan folk ethic of "enduring hardship and pressing on with stubborn grit" (chi de ku, ba de man) left its first and most durable mark on him. Later, in an interview with the Fudan alumni association, he recalled that what Hunanese call ba de man is a kind of daring, a kind of responsibility, a character and spirit of single-minded pursuit of one's work—and he acknowledged he had carried that spirit to the hilt[s3].

In 1997 Chen was admitted to Longhui No. 1 Middle School, the most renowned secondary school in the area. After playing it several times, Zang was struck by both his creativity and his hands-on ability, and a new judgement formed in his mind: application software changed too quickly, whereas operating systems were a discipline one could "keep deepening for years and years," and might suit this young man better. After his advisor's reasoning and his own repeated reflection, Chen made up his mind to change course, and from then on formally entered the world of operating systems[s3].

The switch meant China lost one potentially brilliant application developer and gained a scholar of computer architecture. Chen would later say that every major choice—his master's, his doctorate, and his staying on to teach—was deeply influenced by Zang Binyu. From the start of his graduate studies, his advisor arranged for him to explore system virtualization. This was around 2004, when virtualization research in China was just beginning, and the relevant department of Shanghai Telecom had already raised the practical need for server consolidation and lower energy consumption—using system virtualization to solve it became their first point of entry. Chen recalled that the team initially chose benchmarks such as TPC-C and TPC-W to measure the performance and quality of service of enterprise applications under virtualization, trying to make the guest operating system and the virtual machine monitor cooperate so as to cut the performance overhead and service uncertainty of the virtualization layer. Design began in November 2004, and a prototype took shape by May 2005; it was at that point, while reviewing research developments, that he found a paper just accepted at VEE 2005 whose approach was highly similar to theirs[s16].

同样在2011年，陈海波的人生完成了一次重要转场。这一年9月，他入职上海交通大学，被破格评为教授、博士生导师，随后成为长聘教授、特聘教授[s2][s1]。他带出了上海交大并行与分布式系统研究所，即后来声名远播的IPADS实验室。CSRankings是一个按顶级会议论文数量给全球计算机学科排名的公开榜单，数据显示，上海交大在2011年之前从未进入操作系统方向的前二十名；陈海波团队到来之后，学校在这一方向的国际排名一路攀升，到2019年前后已冲进全球第六，而在交大校内，陈海波团队的论文数量，一度与紧随其后的第二、三、四名团队之和相当[s11]。2015年起，IPADS每年都在SOSP或OSDI上发表论文，是少有的能在这两大操作系统顶级会议上连续发表论文的亚洲大学[s27]。
他的研究版图，沿着几条相互咬合的主线展开。第一条是低时延与可伸缩系统。早在多核时代初启，他与MIT合作的Corey操作系统就在探讨如何让软件栈适应众核硬件；后来的PowerLyra（EuroSys 2015最佳论文）用差异化图计算切分解决了幂律图上的负载倾斜，Wukong、Fast and Concurrent RDF Queries（OSDI 2016）等工作则把RDMA高速网络引入分布式图数据处理，把图查询的吞吐与时延推向新的量级[s12][s13]。第二条是新型硬件与持久内存。团队在非易失性内存文件系统上持续深耕：ZoFS（SOSP 2019）把NVM文件系统做到用户态高性能，TreeSLS（SOSP 2023）在微内核里用树状状态结构实现全系统透明持久化，可以在200微秒内完成整个系统的持久化检查点，在高频检查点下仍达到与应用原生持久化相当或更好的性能[s5]。第三条主线，也是最终与国家命题汇合的一条，是高可信、高安全的操作系统：从CloudVisor的嵌套虚拟化保护，到形式化验证文件系统AtomFS（SOSP 2019）、RefFS（OSDI 2024），再到微内核操作系统的设计与证明[s12][s1]。
论文列表里有一个耐人寻味的规律：这些顶级论文很少由陈海波本人担任第一作者，第一作者多是他的学生，甚至包括尚未毕业的本科生。2015年和2017年，本科生魏星达、张云昊分别以第一作者身份在SOSP发表论文，ACM SIGOPS的负责人曾感叹：博士生在这个会议上发论文都很困难，本科生发论文闻所未闻[s27][s3]。陈海波对此的态度很淡然：在他眼中，荣誉本身并不重要，重要的是“向世界展示中国人不设上限的实力”[s3]。
2017年，SOSP第一次离开北美与欧洲，来到上海。陈海波出任SOSP 2017大会共同主席（与微软周礼栋搭档），成为该会历史上第一位中国籍大会主席，也是这场被称为“操作系统界奥斯卡”的盛会第一次落地亚洲[s27][s28]。这届会议的铂金赞助商名单里，有一家中国公司的名字格外醒目：华为。更微妙的巧合是，2011年那篇破零论文的第一作者张逢喆，毕业后也加入华为，成为一名系统架构师[s11]。学术与产业的两条线，正在这个上海的秋天悄然合拢。
此后的陈海波，在国际学术组织中的角色不断前移。他长期担任ACM旗舰杂志《Communications of the ACM》编委与Special Sections领域共同主席，是该刊首位中国学者编委；曾任《ACM Transactions on Storage》编委，ACM CCS 2018系统安全领域主席；2011年与同仁共同创办ACM ChinaSys（中国系统研讨会）并长期担任主席[s1][s13]。2023年，他当选ACM SIGOPS（ACM操作系统专委会）主席，任期自2023年7月至2027年6月——这是SIGOPS自1965年成立以来第一位来自非北美地区的主席，也是中国学者首次担任ACM所属专委会主席[s1][s3]。从“连一篇论文都发不出”的追赶者，到执掌全球操作系统学术共同体的人，陈海波用二十余年完成了学术身份的逆转。但对他而言，论文里的系统如果只能运行在实验室的机器上，故事就只讲了一半。另一半，要在真实世界的亿级设备上完成。

**English:** In the academic world of operating systems, SOSP carries an almost mythic status. The conference—the ACM Symposium on Operating Systems Principles—was founded in 1967 and, together with the even-numbered-year OSDI, stands as one of the two highest summits of the field. It runs a single-track program, selecting only about two dozen papers from the world's submissions each edition so that every one can be fully discussed; averaged across sub-fields, barely three or four people get to take the stage in any one direction[s11][s16]. In his research essay "The Climbing Road of a Systems Researcher," Chen wrote down a stark statistic: as of the end of 2010, the number of independent research papers published by Asian scholars at SOSP over forty years remained zero[s16].

That record of zero pressed down on generations of Asian systems researchers. After the double-rejection collision of 2007, Chen's team did not detour around the mountain. He later summed up the lesson: being broad but shallow is a cardinal sin in research, and papers need not chase quantity—"to break through you must aim for the summit"; they chose to keep digging in the same direction. All kinds of problems arise in the course of research, and he has a celebrated metaphor for them: "If you meet a mountain and want to go around it directly, then meet another mountain and still choose to go around, then if you meet a bigger mountain, there will be no time left to dodge."[s3]

In 2011, the mountain was finally crossed. That year, his team's paper, CloudVisor: Retrofitting Protection of Virtual Machines in Multi-tenant Cloud with Nested Virtualization, was accepted by the 23rd SOSP and presented in Cascais, Portugal[s12][s16]. The first author was his student Fengzhe Zhang; Chen was the corresponding author. CloudVisor used nested virtualization to retroactively bolt a protection layer onto virtual machines in multi-tenant clouds—with virtually no modification of the commercial operating systems, an extremely thin virtual machine monitor achieved strong isolation for cloud tenants' data and code. This was the first time Asian scholars had independently published a research paper at SOSP, ending more than forty years in which the conference had seen no independent Asian work[s11][s16]. And it was in the very same year, 2011, that his team also published back-to-back results at top conferences—EuroSys 2011 (Cerberus, a scalable solution for many-core operating systems), USENIX ATC 2011 (ORDER, an efficient deterministic replay platform for Java), and PPoPP 2011 (COREMU, a portable parallel full-system simulator)—forming a concentrated burst[s16][s12].

Also in 2011, Chen's life completed an important change of stage. In September that year he joined Shanghai Jiao Tong University, where he was promoted to professor and doctoral supervisor outside the regular track, later becoming a tenured professor and then a distinguished professor[s2][s1]. He built up SJTU's Institute of Parallel and Distributed Systems—the laboratory that would become widely known as IPADS. CSRankings is a public league table that ranks the world's computer science departments by their output at top conferences; its data show that before 2011, SJTU had never broken into the top twenty in operating systems. After Chen's team arrived, the university's international ranking in the direction climbed steadily, breaking into sixth place worldwide by around 2019; and within SJTU itself, the paper count of Chen's team was for a time comparable to the combined total of the second-, third- and fourth-ranked teams behind them[s11]. Beginning in 2015, IPADS published at SOSP or OSDI every single year, the only Asian university to sustain such a run at the field's two most elite conferences[s27].

His research map unfolded along several interlocking main lines. The first was low-latency and scalable systems. As early as the dawn of the multi-core era, the Corey operating system he built with MIT was asking how the software stack could adapt to many-core hardware; later, PowerLyra (EuroSys 2015 best paper) used differentiated graph-computing partitioning to solve the load skew on power-law graphs, while Wukong and Fast and Concurrent RDF Queries (OSDI 2016) brought high-speed RDMA networking into distributed graph-data processing, pushing graph-query throughput and latency to a new order of magnitude[s12][s13]. The second line was new hardware and persistent memory. The team kept deepening work on non-volatile-memory file systems: ZoFS (SOSP 2019) brought high-performance user-space NVM file systems, while TreeSLS (SOSP 2023) used a tree-structured state architecture inside a microkernel to achieve transparent whole-system persistence—completing a persistent checkpoint of the entire system within 200 microseconds and, under high-frequency checkpointing, still matching or beating the performance of application-native persistence[s5]. The third line—and the one that ultimately converged with the national question—was high-assurance, high-security operating systems: from CloudVisor's nested-virtualization protection, to the formally verified file systems AtomFS (SOSP 2019) and RefFS (OSDI 2024), to the design and proof of microkernel operating systems[s12][s1].

There is a thought-provoking pattern in the paper list: rarely did Chen himself serve as first author on these top papers; the first authors were mostly his students, occasionally including undergraduates who had not even graduated. In 2015 and 2017, undergraduates Xingda Wei and Yunhao Zhang respectively published at SOSP as first authors; a leader of ACM SIGOPS marvelled that it was already hard for PhD students to publish at the conference, while undergraduates publishing there was unheard of[s27][s3]. Chen's own attitude was calm: in his eyes, the honour itself did not matter; what mattered was "showing the world the uncapped strength of Chinese people"[s3].

In 2017 SOSP left North America and Europe for the first time and came to Shanghai. Chen served as co-chair of SOSP 2017 (alongside Lidong Zhou of Microsoft), becoming the conference's first Chinese chair and the first time this gathering—called "the Oscars of operating systems"—landed in Asia[s27][s28]. On the list of platinum sponsors for that edition, the name of one Chinese company stood out: Huawei. And a more subtle coincidence: Fengzhe Zhang, the first author of that zero-breaking paper of 2011, also joined Huawei after graduation and became a systems architect[s11]. The two threads of academia and industry were quietly converging that autumn in Shanghai.

In the years that followed, Chen's role within international academic organizations kept moving forward. He has long served on the editorial board of ACM's flagship magazine, Communications of the ACM, and as co-chair of its Special Sections—the first Chinese scholar to serve as a board member; he previously served on the board of ACM Transactions on Storage and as systems-security area chair for ACM CCS 2018; in 2011 he co-founded ACM ChinaSys, the Chinese systems workshop, and served for many years as its chair[s1][s13]. In 2023 he was elected chair of ACM SIGOPS, the ACM Special Interest Group on Operating Systems, for the term from July 2023 to June 2027—the first chair from outside North America since SIGOPS was founded in 1965, and the first time a Chinese scholar chaired an ACM special interest group[s1][s3]. From the chaser who could not get even one paper published to the man at the helm of the world's operating-systems academic community, Chen completed his reversal of academic status in little more than two decades. Yet for him, if the systems in his papers could run only on laboratory machines, the story was merely half told. The other half would be completed on a hundred million real-world devices.

### 3. 移师交大：IPADS与中国系统学派 / Moving to SJTU: IPADS and a Chinese School of Systems

2011年的中国系统软件界，弥漫着一种特殊的焦虑。移动互联网的浪潮把终端操作系统推到了产业聚光灯下，而全球市场被Android与iOS瓜分殆尽；服务器与桌面领域，Windows、Linux的生态壁垒高不可攀。“缺芯少魂”的说法开始在产业界流传，操作系统正是那个“魂”字所指[s35][s45]。正是在这一年，上海交通大学软件学院对学科方向重新规划，将系统软件列为主攻方向之一，并整体引进了陈海波团队[s27]。
这次引进被证明是一次双向成全。对上海交大而言，一个成建制的高水平系统团队的加入，让软件学院在系统软件领域“步入快车道”：团队先后获得2014年国家科技进步二等奖（第五完成人）、2018年教育部技术发明一等奖（第一完成人，“虚拟计算环境的低时延关键技术及应用”）、2019年上海市技术发明一等奖；2019年获批筹建“领域操作系统”教育部工程研究中心[s27][s13]。对陈海波而言，交大给了他一个从零搭建实验室、定义研究议程的舞台。他把实验室命名为IPADS——并行与分布式系统研究所（Institute of Parallel and Distributed Systems），研究方向锁定操作系统、分布式系统与系统安全[s1][s12]。
IPADS的文化里，有一种强烈的“问题导向”。陈海波在复旦软件学院的一次讲座中把这种文化概括为“做有价值的研究”：计算机系统对下管理硬件资源、对上提供应用执行环境，支撑云计算、大数据、AIoT等新型计算模式，因此系统研究不仅要探索前沿理论、方法与技术，也必须考虑如何对产业产生影响；他愿意分享的经验，包括团队建设、课题选择、参与国际学术社区、形成学术品牌，以及成果转化[s39]。这种“既要上书架、也要上货架”的取向，在当时以论文为单一指挥棒的评价体系里并不常见，却成为IPADS日后与产业深度绑定的思想源头。
人才培养是陈海波在交大倾注最多心血的领域之一。他为本科生与研究生主讲“操作系统”课程，课程内容随着自己的研究与产业实践不断更新。2020年10月，他与夏虞斌等合著的教材《现代操作系统：原理与实现》出版，这本书以三个“面向”为导向——面向经典基础理论与方法、面向国际前沿研究、面向最新工业界实践，把微内核、形式化验证、低时延系统等一线内容带入课堂[s35][s2]。出版仅两个月，该书就获得2020年度51CTO“最受读者喜爱的IT图书奖”，此后又获2022年上海交通大学优秀本科生教材奖（新版更名为《操作系统：原理与实现》）、机械工业出版社2023年度计算机领域十大好书，被众多高校、科研机构与企业采用[s1][s29]。他还录制课程、开放课件，让学生与企业员工都能较低门槛地掌握系统知识[s3]。
他培养的博士生名单，几乎可以串起中国系统软件新生代的一支主力：刘宇涛、吴方诺、吴明瑜、董明凯、夏虞斌、臧斌宇之外，更多学生进入华为等企业的基础软件部门[s2][s5]。其中，直博二年级的吴方诺作为第一作者的TreeSLS论文获得SOSP 2023最佳论文奖；助理研究员董明凯研制的高性能持久内存文件系统SoupFS进入openEuler创新版，与华为合作研制的EROFS只读文件系统被合入Linux主线，并成为Android系统分区的官方文件系统[s5]。学生主导的技术不断落地开源鸿蒙系统，超过30名学生参加“鸿蒙突击队”，参与原生鸿蒙应用生态建设[s10]。
个人荣誉也在这一阶段密集到来。2013年，他入选教育部“新世纪优秀人才支持计划”；2014年入选国家“万人计划”青年拔尖人才；2015年获中国计算机学会青年科学家奖；2019年获国家杰出青年科学基金资助、当选ACM杰出科学家（Distinguished Member）；2020年获第十六届中国青年科技奖、上海交通大学校长奖；2022年获陈嘉庚青年科学奖（信息技术科学奖）；2022年12月当选IEEE Fellow，2024年1月当选ACM Fellow，2024年12月当选CCF Fellow——至此集齐国际国内三大学会会士头衔[s2][s13][s48][s1]。他还获得华为“卓越贡献个人奖”（华为最高个人贡献奖）、Google Faculty Research Award、IBM X10 Innovation Award、NetApp Faculty Fellowship等企业奖励，以及ASPLOS、EuroSys、VEE、APSys、ICPP等会议的最佳论文奖和DSN 2022“时间检验奖”[s13][s1]。
但比奖项更能说明问题的，是一个数字。按照csrankings.org的统计，陈海波团队近五年（2018至2022）在SOSP/OSDI、EuroSys、USENIX ATC、FAST等操作系统高水平会议上发表的论文数居世界第一；拉长到近十年，在SOSP/OSDI两大顶会上的论文数同样居世界第一[s1][s39]。2023年11月，TreeSLS为他和团队带来了SOSP最佳论文奖——这是1967年首届SOSP以来，首篇由亚洲研究人员独立完成并获得SOSP/OSDI最佳论文奖的工作[s5]。颁奖现场，陈海波站在德国科布伦茨的会场中。从2007年那篇被“撞车”拒掉的论文，到2023年的最佳论文，十六年过去，那个“遇到山不绕行”的年轻人，已经带着一群更年轻的人，把路修成了阶梯。
值得一提的是，IPADS的研究从未脱离真实系统的土壤。实验室与华为等企业的联合研究持续多年，学生的论文题目往往来自产业现场的真实瓶颈。人民日报2026年初报道的一个细节颇具象征意味：在上海紫竹国家高新技术产业开发区的黄大年茶思屋，每周一次的“技术对齐日”里，博士研究生和敬凯都会与华为企业导师碰头，对着鸿蒙代码的延迟曲线逐条核对——他在学校设计异步拷贝内核新服务，在茶思屋与工程师一遍遍验证可行性；最终，优化后的代码在鸿蒙内核里验证通过，相关成果也斩获了操作系统领域会议的最佳论文奖[s10]。这篇“如何拷贝内存”（How to Copy Memory?）的工作，后来获得SOSP 2025最佳论文奖[s1]。校园与产业之间的那堵墙，在陈海波这里被拆成了一扇旋转门。他的角色，正是这扇门的设计者与守门人。

**English:** In China's systems software world of 2011, a particular kind of anxiety was in the air. The wave of the mobile internet had thrust terminal operating systems into the industrial spotlight, while the global market had been carved up between Android and iOS; in servers and desktops, the ecosystem walls of Windows and Linux looked unclimbable. The phrase "lacking the core and lacking the soul" began to circulate through industry—and the operating system was exactly what the word "soul" pointed at[s35][s45]. It was in this very year that the School of Software of Shanghai Jiao Tong University replanned its disciplinary directions, made systems software one of its main thrusts, and recruited Chen Haibo's team as a complete unit[s27].

The recruitment proved to be a two-way fulfillment. For SJTU, the arrival of a fully formed, high-level systems team put the School of Software into the fast lane in systems software: the team went on to win the second prize of the 2014 National Science and Technology Progress Award (fifth contributor), the first prize of the 2018 Ministry of Education Technology Invention Award (first contributor, for "Key Low-Latency Technologies of Virtual Computing Environments and Their Applications"), and the 2019 Shanghai Municipal Technology Invention First Prize; in 2019 it received approval to build the Ministry of Education Engineering Research Center for Domain-specific Operating Systems[s27][s13]. For Chen, SJTU gave him a stage on which to build a laboratory from zero and to define its research agenda. He named the lab IPADS—the Institute of Parallel and Distributed Systems—and locked its directions onto operating systems, distributed systems and systems security[s1][s12].

Within IPADS's culture runs a strong problem-oriented streak. In a lecture at the Fudan School of Software, Chen summed the culture up as "doing valuable research": a computer system manages hardware resources below and supplies application execution environments above, underpinning new computing models such as cloud computing, big data and AIoT; therefore systems research must not only explore frontier theories, methods and techniques but also consider how to exert an impact on industry; the experience he was willing to share spanned team building, choosing topics, participating in the international academic community, forging an academic brand, and translating results into practice[s39]. This orientation of "making it onto both the bookshelf and the shop floor" was uncommon in an evaluation system that took papers as its single yardstick, yet it became the intellectual origin of IPADS's later deep bond with industry.

Talent cultivation was one of the fields on which Chen lavished the most care at SJTU. He teaches the undergraduate and graduate course on operating systems, its content continually renewed in step with his own research and industrial practice. In October 2020, the textbook he authored with Yubin Xia and others, Modern Operating Systems: Principles and Implementation, was published; built around three orientations—toward classic foundational theory and methods, toward international frontier research, and toward the latest industrial practice—it brought first-line material such as microkernels, formal verification and low-latency systems into the classroom[s35][s2]. Just two months after publication it won the 2020 51CTO "Readers' Favorite IT Book Award"; it later received the 2022 SJTU Outstanding Undergraduate Textbook Award (the new edition retitled Operating Systems: Principles and Implementation) and a place among China Machine Press's ten best computer books of 2023, and has been adopted widely by universities, research institutes and companies[s1][s29]. He has also recorded courses and opened up his courseware so that students and company employees alike can master systems knowledge at a low threshold[s3].

The list of the doctoral students he has raised could almost be strung together as a main force of China's new generation of systems software: Yutao Liu, Fangnuo Wu, Mingyu Wu, Mingkai Dong, Yubin Xia and Binyu Zang among them, with many more students going into the foundational-software departments of companies such as Huawei[s2][s5]. Among them, Fangnuo Wu, then a second-year direct-PhD student, was the first author of TreeSLS, which won the SOSP 2023 Best Paper Award; assistant researcher Mingkai Dong developed SoupFS, a high-performance persistent-memory file system that entered the openEuler innovation release, while the EROFS read-only file system he co-developed with Huawei was merged into the Linux mainline and became the official file system of the Android system partition[s5]. Technologies led by students have continued to land inside OpenHarmony, and more than 30 students have joined the HarmonyOS task force, taking part in building the native HarmonyOS application ecosystem[s10].

Personal honours also arrived thick and fast in this phase. In 2013 he was selected for the Ministry of Education's New Century Excellent Talents support program; in 2014 for the National High-Level Personnel Program's young top-tier talent; in 2015 he received the CCF Young Scientist Award; in 2019 he was funded by the National Science Fund for Distinguished Young Scholars and elected an ACM Distinguished Member; in 2020 he received the 16th China Youth Science and Technology Award and the SJTU President Award; in 2022 the Tan Kah Kee Youth Science Award (Information Technology Sciences); in December 2022 he was elected an IEEE Fellow, in January 2024 an ACM Fellow, and in December 2024 a CCF Fellow—completing the trio of Fellowships from the three major societies, international and domestic[s2][s13][s48][s1]. He has also received Huawei's Outstanding Individual Contribution Award—the company's highest individual honour—alongside the Google Faculty Research Award, the IBM X10 Innovation Award and the NetApp Faculty Fellowship, as well as best paper awards at ASPLOS, EuroSys, VEE, APSys and ICPP and the DSN 2022 Test-of-Time Award[s13][s1].

Yet more telling than the awards is a single number. According to csrankings.org, in the five years from 2018 to 2022 Chen's team ranked first in the world in papers at high-level operating-systems conferences including SOSP/OSDI, EuroSys, USENIX ATC and FAST; over a ten-year horizon, their paper count at the two summits of SOSP and OSDI likewise ranked first worldwide[s1][s39]. In November 2023, TreeSLS brought him and his team the SOSP Best Paper Award—the first work, since the inaugural SOSP in 1967, to be independently completed by Asian researchers and win the SOSP/OSDI best paper honour[s5]. At the award ceremony, Chen stood in the conference hall in Koblenz, Germany. From the paper rejected in a 2007 collision to the best paper of 2023, sixteen years had passed; the young man who would not detour around a mountain had by then led a cohort of even younger people and built the road into a staircase.

Worth noting is that IPADS's research has never detached itself from the soil of real systems. The lab's joint research with companies such as Huawei has run for years, and students' paper topics often come from genuine bottlenecks on the industrial front line. A detail reported by People's Daily in early 2026 is quietly symbolic: at the Chaspark tea house in Shanghai's Zizhu National High-Tech Industrial Development Zone, during the weekly "technical alignment day," PhD student Hekai meets his Huawei enterprise mentors and checks the latency curves of HarmonyOS code line by line—at the university he designs a new kernel service for asynchronous copying; in the tea house, he verifies its feasibility with the engineers over and over; in the end, the optimised code passed verification inside the HarmonyOS kernel, and the related work also took a best paper award at an operating-systems conference[s10]. That work, "How to Copy Memory?," later won the SOSP 2025 Best Paper Award[s1]. The wall between campus and industry had, in Chen's hands, been taken apart and rebuilt as a revolving door. His role is precisely that of the door's designer and gatekeeper.

### 4. 双向奔赴：学者与华为的九年 / A Two-Way Commitment: The Scholar and Huawei's Nine Years

陈海波与华为的渊源，可以追溯到他学术生涯的早期。作为国内系统软件领域最顶尖的青年学者，他的研究始终与产业界保持着密切互动：华为的“创新价值成果奖”、Google Faculty Research Award、IBM X10 Innovation Award、NetApp Faculty Fellowship都曾资助过他的团队[s13][s28]。但真正改变他人生轨迹的，是2016年前后华为启动的一项秘密工程。
据公开报道，2012年美国对华为发起调查时，华为内部就已启动自研操作系统的预研；2016年，华为经过内部评估，认为过度依赖外部操作系统可能带来业务停摆的风险，于是决定立项研发“鸿蒙内核”，并邀请操作系统领域的权威专家陈海波担任研发团队带头人[s32][s45]。中国科学院计算技术研究所研究员孙凝晖后来在一篇关于科技成果转化的文章中，把陈海波的模式概括为“人员双跨”的典型案例：2016年华为筹建操作系统实验室，陈海波保留上海交通大学教职的同时，担任实验室主任，负责团队组建，主持操作系统内核研发，为鸿蒙操作系统的推出作出重要贡献[s31]。
2017年，陈海波正式以挂职/双聘方式加盟华为，负责筹建并执掌中央软件院操作系统内核实验室（OS Kernel Lab），担任华为操作系统首席科学家、操作系统内核实验室主任[s26][s27]。根据实验室在SOSP 2021上发布的官方介绍，OS内核实验室聚焦下一代OS内核技术，面向ICT、智能手机、云和汽车业务场景，研究低时延、高安全、高可靠、高智能的内核技术，与清华大学、北京大学、上海交通大学、多伦多大学、德累斯顿工业大学、马克斯·普朗克软件系统研究所等全球顶尖高校实验室合作；实验室的愿景写得直白而宏大——“让核心OS技术进入每一台智能设备、汽车、基站和云”[s15]。陈海波的头衔在介绍中是“Chief Scientist of Operating Systems, Vice President of Central Software Institute”，即华为操作系统首席科学家、中央软件院副总裁[s15]。
入职华为后的陈海波，保持着令同行咋舌的研究强度。凤凰网科技2019年的一篇报道统计过一个数字：加入华为前的2016年，他署名发表论文15篇；入职后的2017年、2018年，这个数字分别是18篇和16篇。作为对比，报道援引OS全球百人名人堂中排名更高的伯克利教授Eric A. Brewer，其2016至2018三年署名论文数分别为8篇、5篇、1篇[s11]。这位记者因此把他称为华为鸿蒙的“操盘手”——一个“仍然有头发的80后神级学霸”。
陈海波在华为承担的，首先是鸿蒙操作系统底层内核与安全能力的架构设计。北京邮电大学2023年的讲座简介中给出了明确的定位：他“开创华为微内核与自动形式化证明等技术，主持与推动操作系统多项核心技术在端、管、云场景海量商用，带领团队在Linux 5.10/14等版本patch数贡献世界排名第一”[s29]。外界普遍将他视为鸿蒙微内核（HongMeng Kernel）与鸿蒙TEE安全系统iTrustee内核的设计者[s49]。他的团队成果很快被装进亿万用户手中的设备：2019年3月华为P30发布时，超级文件系统EROFS亮相——这套压缩友好的只读文件系统由陈海波团队与华为合作研制，相关论文发表于USENIX ATC 2019，后来合入Linux内核主线，成为Android系统分区的官方文件系统[s11][s5][s12]。
2019年5月，美国将华为列入实体清单，谷歌服务与Android框架面临断供，华为多年秘密筹备的“备胎”一夜之间转正。2019年8月，华为在开发者大会上正式发布HarmonyOS 1.0[s45][s4]。彼时外界对鸿蒙背后的人才阵容充满好奇，一份流传出来的上海交通大学软件工程学院PPT写道：“陈海波教授领导华为操作系统团队开发了自主产权操作系统——鸿蒙”[s26]。界面新闻等媒体援引业内信息称，华为操作系统由陈海波教授带队，队伍规模达三百多人[s40]。“鸿蒙之父”的称呼，也从这时起与他的名字连在一起[s4][s29]。
但陈海波本人对这种聚光灯式的标签始终保持克制。他更愿意把自己定义为“桥梁”——在学术与产业之间、在高校与企业之间、在论文与产品之间摆渡的人。人民日报2026年初的报道中，他这样描述自己的日常：工作日到华为上班，周末回学校实验室，“两头跑”。他也是上海交大—华为操作系统专项联培班（“华为班”）模式的设计者：“我的角色就是一座桥梁。把高校里‘从0到1’的原始创新勇气和想象力，与企业‘从1到N’的工程化、场景化能力连接起来。协同育人，不再是灌满一桶水，而是点燃一团火，并把这团火引到需要光的地方。”[s10]
华为班自2021年启动，形成“三年三阶段”的特色路径：首年由华为导师深度参与课程教学，次年进入华为联培课题实战，最后一年聚焦论文与答辩；“高级操作系统”“并行与分布式数据库系统”等重点课程由上海交大教授与华为专家共同设计，每名学生配备一位学术导师和一位华为企业导师，黄大年茶思屋、华为上海公司成为学生的“第二校园”[s10]。陈海波对这件事的理解超出了人才培养本身：“我们是在为国家和行业储备战略能力。当年轻人习惯在复杂场景中思考、战斗，未来就有可能参与规则制定，主导像人工智能时代操作系统这样的新生态。”[s10]
在华为内部，陈海波的角色也不断升级。他后来成为华为Fellow——华为最高级别的技术专家头衔，并担任鸿蒙首席科学家、华为软件总专家组组长、基础软件首席科学家[s29][s7]。华为官方介绍中，他是“华为四名学术领军人之一”[s14][s13]。2023年CNCC上，由他作为第一完成人、华为与上海交大、中国科学院软件研究所共同完成的“OpenHarmony智能终端操作系统基座”项目，获得中国计算机学会科技进步特等奖，为当年度唯一特等奖；颁奖词称，该项目围绕存储、内存、调度和分布式基础机制等核心领域进行架构级创新，多项关键指标业界领先，成果广泛应用于华为3.3亿台终端产品和金融、交通、教育、安平、能源、航天等国家关键行业终端，部分技术成为业界标准[s6]。
从2017年到2026年，陈海波在华为的九年，恰好是中国操作系统从“备胎”走向“正胎”的九年。他没有离开校园，也没有把自己关进企业实验室，而是用一种近乎“两栖”的方式，让世界上最理论的计算机系统研究，与世界上最庞大的商用设备群彼此喂养。这种模式在全球产业界都不算常见——贝尔实验室、IBM Research有过类似的传统，但在中国基础软件的语境下，它更像是一种被逼出来、也被干出来的制度创新。孙凝晖评价说，产学研合作中真正立志让成果“既上得了书架，又上得了货架”的学者还是少数[s31]，而陈海波恰是那种少数派里走得最远的人之一。

**English:** Chen Haibo's connection with Huawei can be traced back to the early part of his academic career. As one of the sharpest young scholars in China's systems software field, his research always stayed in close contact with industry: Huawei's Innovation Value Achievement Award, the Google Faculty Research Award, the IBM X10 Innovation Award and the NetApp Faculty Fellowship all funded his team[s13][s28]. But what truly changed the course of his life was a secret project Huawei set in motion around 2016.

According to public reporting, when the United States opened its investigation of Huawei in 2012, the company had already begun preliminary research into a self-developed operating system; in 2016, after an internal assessment concluded that over-dependence on external operating systems could bring the risk of business paralysis, Huawei decided to formally launch the "HarmonyOS kernel" project and invited Chen Haibo—an authority in the operating-systems field—to lead the research team[s32][s45]. Sun Ninghui, a researcher at the Institute of Computing Technology of the Chinese Academy of Sciences, later wrote an essay on translating scientific results into industry in which he held up Chen's model as a textbook case of "dual-affiliation personnel": when Huawei prepared its operating-systems laboratory in 2016, Chen kept his faculty position at Shanghai Jiao Tong University while serving as the lab's director, responsible for assembling the team and presiding over kernel research and development, making important contributions to the launch of HarmonyOS[s31].

In 2017 Chen formally joined Huawei through a joint-appointment arrangement, responsible for setting up and then leading the OS Kernel Laboratory of Huawei's Central Software Institute, and serving as Huawei's chief scientist of operating systems and director of the OS Kernel Lab[s26][s27]. According to the lab's official profile published at SOSP 2021, the OS Kernel Laboratory focuses on next-generation OS kernel technologies for the business scenarios of ICT, smartphones, the cloud and automobiles, researching kernel technologies that are low-latency, highly secure, highly reliable and highly intelligent, and collaborating with top university laboratories around the world including Tsinghua University, Peking University, Shanghai Jiao Tong University, the University of Toronto, TU Dresden and the Max Planck Institute for Software Systems; the lab's vision is stated plainly and on a grand scale—"to bring core OS technologies into every smart device, automobile, base station and cloud"[s15]. Chen's title in the profile is "Chief Scientist of Operating Systems, Vice President of Central Software Institute"—Huawei's chief scientist of operating systems and vice president of the Central Software Institute[s15].

After joining Huawei, Chen maintained a research intensity that startled his peers. A 2019 Phoenix Net Tech report tallied one number: in 2016, before he joined Huawei, his name appeared on 15 published papers; in 2017 and 2018 after joining, the numbers were 18 and 16 respectively. For comparison, the report cited Professor Eric A. Brewer of Berkeley, who ranks even higher in the global OS hall of fame and whose signed-paper counts over 2016 to 2018 were 8, 5 and 1[s11]. The reporter accordingly called him the "helmsman" of Huawei's HarmonyOS—an "academic-superstar post-80s who still has his hair."

What Chen bears at Huawei is, first of all, the architectural design of the HarmonyOS operating system's underlying kernel and security capabilities. A 2023 lecture profile at Beijing University of Posts and Telecommunications gives a clear positioning: he "pioneered Huawei's microkernel and automated formal verification technologies, presided over and drove the massive commercial deployment of multiple core operating-system technologies across device, pipe and cloud scenarios, and led a team whose patch contributions to Linux 5.10/14 and other versions ranked first in the world"[s29]. The outside world widely regards him as the designer of the HarmonyOS microkernel (the HongMeng Kernel) and of the kernel of iTrustee, HarmonyOS's TEE security system[s49]. His team's results were quickly packed into devices held by hundreds of millions of users: when the Huawei P30 launched in March 2019, the EROFS super file system made its debut—this compression-friendly read-only file system was jointly developed by Chen's team and Huawei, with the related paper appearing at USENIX ATC 2019; it was later merged into the Linux kernel mainline and became the official file system of the Android system partition[s11][s5][s12].

In May 2019 the United States placed Huawei on the Entity List; Google services and the Android framework faced cutoff, and the "spare tire" Huawei had secretly prepared for years was mounted on the car overnight. In August 2019 Huawei formally released HarmonyOS 1.0 at its developer conference[s45][s4]. At the time the outside world was full of curiosity about the talent lineup behind HarmonyOS; a leaked presentation from the School of Software Engineering of Shanghai Jiao Tong University stated: "Professor Haibo Chen led Huawei's operating-system team in developing the self-owned intellectual-property operating system, HarmonyOS"[s26]. Media such as Jiemian News, citing industry sources, reported that Huawei's operating system was led by Professor Chen with a team of more than three hundred people[s40]. The label "father of HarmonyOS" became attached to his name from this moment on[s4][s29].

Chen himself has always kept a measured distance from spotlight labels of this kind. He prefers to define himself as a bridge—someone ferrying between academia and industry, between university and company, between paper and product. In People's Daily's early-2026 report he described his daily routine in these terms: weekdays at Huawei for work, weekends back to the university laboratory—"running between two ends." He is also the designer of the SJTU-Huawei dedicated joint-training class in operating systems (the "Huawei Class"): "My role is that of a bridge. Connecting the courage and imagination for the 'zero-to-one' original innovation in universities with the engineering and scenario-driven capacity for the 'one-to-N' industrialisation in companies. Collaborative talent cultivation is no longer about filling a pail with water; it is about kindling a fire—and guiding that fire to the places that need light."[s10]

The Huawei Class, launched in 2021, developed a distinctive three-year, three-stage path: in the first year Huawei mentors participate deeply in teaching; in the second students enter Huawei joint-training projects for real combat; in the final year they focus on papers and defense. Core courses such as Advanced Operating Systems and Parallel and Distributed Database Systems are co-designed by SJTU professors and Huawei experts, each student is assigned both an academic advisor and a Huawei enterprise mentor, and the Chaspark tea house and Huawei's Shanghai company became the students' "second campus"[s10]. Chen's understanding of the endeavour goes beyond talent cultivation itself: "We are reserving strategic capability for the country and the industry. When young people get used to thinking and fighting in complex scenarios, in the future they may have a chance to take part in rule-making and to lead new ecosystems such as the operating system of the AI era."[s10]

Inside Huawei, Chen's role kept being upgraded. He went on to become a Huawei Fellow—the company's highest technical-expert title—and served as Chief Scientist of HarmonyOS, head of Huawei's Software Chief Expert Group, and chief scientist for foundational software[s29][s7]. In Huawei's official introductions he is listed as one of the company's four leading academic figures[s14][s13]. At CNCC 2023, the OpenHarmony smart-terminal operating-system foundation project, with him as first contributor and jointly completed by Huawei, Shanghai Jiao Tong University and the Institute of Software of the Chinese Academy of Sciences, received the CCF Science and Technology Progress Special Award, the sole special prize that year; the citation noted that the project made architecture-level innovations across core areas such as storage, memory, scheduling and distributed foundational mechanisms, led the industry on multiple key metrics, and was widely applied to 330 million Huawei terminal products and to terminals in critical national sectors including finance, transport, education, public safety, energy and aerospace, with some technologies becoming industry standards[s6].

From 2017 to 2026, Chen's nine years at Huawei were exactly the nine years in which China's operating system moved from "spare tire" to "road tire." He neither left the campus nor locked himself inside a corporate laboratory; instead, in an almost amphibious mode, he let the world's most theoretical computer-systems research and the world's largest fleet of commercial devices feed each other. The model is uncommon even in global industry—Bell Labs and IBM Research had comparable traditions—but in the context of China's foundational software, it looks more like an institutional innovation that was both forced into being and built into being. Sun Ninghui has observed that among industry-university collaborations, scholars who truly resolve to make results that "make it onto both the bookshelf and the shop floor" remain a minority[s31], and Chen is precisely one of the minority who have walked the farthest.

### 5. 鸿蒙内核：微内核的中国式突围 / The HarmonyOS Kernel: A Chinese-Style Breakthrough for the Microkernel

操作系统的内核之争，本质上是安全、性能与生态三者之间的权衡。宏内核把文件系统、驱动、网络协议栈全部集成在内核空间，性能高、生态成熟，但一处漏洞可能波及全局；微内核只保留调度、内存管理、进程间通信（IPC）等最基本机制，其余服务全部移到用户态隔离运行，安全可靠，却长期受困于IPC性能开销与生态匮乏，主要用于嵌入式与安全关键场景，难以登上智能手机、智能汽车这样的通用舞台[s49][s50]。
鸿蒙要做的，正是把微内核的安全优势带进通用场景。陈海波团队给出的答案，在2024年7月的USENIX OSDI大会上被系统披露——论文《Microkernel Goes General: Performance and Compatibility in the HongMeng Production Microkernel》，陈海波为第一作者，作者群来自华为中央软件院与上海交大[s33][s49]。这篇论文的意义在于：它不是又一篇实验室原型，而是一个已经在数千万台设备上量产部署的商业微内核的完整设计与实现[s33]。
论文把鸿蒙内核（HM）的设计哲学概括为“尊重微内核原则但不走极端”。HM由一个极小的核心内核和一组最小特权OS服务组成，在保留微内核安全、可靠、可扩展优势的同时，系统性地回应了通用场景的三大难题[s33][s50]。其一是生态兼容。HM在商业上选择与Linux API和ABI兼容，通过一个shim层把Linux系统调用重定向到相应的OS服务，并以“驱动容器+孪生驱动”等方式复用Linux丰富的驱动生态，从而能够运行AOSP、OpenHarmony等复杂框架[s33][s49]。其二是资源管理。手机、汽车场景中大量第三方应用并发竞争资源，IPC频率远高于路由器等嵌入式场景——团队实测，智能手机场景IPC频率平均达每秒4.1万次，汽车场景约每秒7000次，而路由器仅约每秒600次；团队据此提出，相比提高单次IPC性能，减少IPC频率同样关键[s50]。其三是性能。传统微内核的IPC开销、分布式多服务端的“状态双重簿记”（文件系统与内存管理各自维护页缓存、文件描述符）、以及基于能力（capability）的访问控制，都会带来显著开销[s50]。
HM的解法是一组结构性创新。差异化隔离等级（IC0/IC1/IC2）提供三档隔离：IC0位于内核空间、无隔离，用于ABI兼容层等性能关键路径；IC1位于内核空间，借助ARM Watchpoint或Intel PKS等硬件机制实现隔离，用于合并的OS服务；IC2位于用户空间，享受完整地址空间与特权隔离，用于驱动容器与独立服务[s49]。同步RPC式IPC快速路径解决了传统异步IPC的资源分配、耗尽与计费问题；“地址令牌”机制替代传统能力访问控制，读写操作仅需约6至10个时钟周期，而seL4的能力操作约需526个周期[s49]。论文在树莓派4B上的基准测试显示：IC1-IC1配置的IPC往返延迟约502个时钟周期，比知名微内核seL4快近3倍；IC0-IC0路径仅18个周期，比seL4快约76倍[s49]。在应用冷启动等真实场景中，HM整体表现通常优于对应的Linux方案[s33]。
与微内核同等重要的，是形式化验证。陈海波团队长期致力于用数学方法证明操作系统代码的正确性——不是靠测试“找不出bug”，而是用定理证明“不存在某类bug”。早在学术研究阶段，他们就发表了AtomFS（SOSP 2019，使用并发关系逻辑验证的并发文件系统）、BWoS（OSDI 2023，形式化验证的块级工作窃取）、RefFS（OSDI 2024）等一系列工作[s12][s1]。北邮讲座的简介中，“自动形式化证明”被列为陈海波在华为开创的关键技术之一[s29]。这套方法最终凝结为鸿蒙内核的安全认证成果：2023年7月，鸿蒙微内核获得CC EAL6+认证证书，这是全球通用操作系统内核领域的最高安全等级；其关键代码通过形式化验证，可证明无死锁、无后门、无逻辑漏洞[s37][s49]。2024年6月，HarmonyOS NEXT获得CCRC EAL5+认证，是业界智能终端整机操作系统首个获得该等级认证的产品；2026年1月，HarmonyOS V1.0通过中国信息安全测评中心安全可靠等级Ⅱ级评测，成为国产桌面操作系统中少有的获得该等级认证的产品[s37]。
安全体系之外，鸿蒙内核还承载着陈海波团队对“低时延”这条主线的长期积累。他获得2018年教育部技术发明一等奖的项目，正是“虚拟计算环境的低时延关键技术及应用”（第一完成人）[s13]。微内核架构中，中断处理路径极短，关键任务响应延迟可控制在微秒级，能够满足工业控制、车载系统等硬实时场景需求——在智能汽车里，刹车信号的处理必须在毫秒级完成，不允许被后台更新或媒体播放干扰[s49]。论文披露，HM内核在部署到HarmonyOS NEXT之前，就已经在智能路由器、智能汽车等场景的数千万台设备上量产运行，这也印证了华为关于HM内核通过车规认证的说法[s33][s49]。
陈海波团队的研究与鸿蒙的演进几乎是同频的。2024年10月，HarmonyOS NEXT正式商用，华为常务董事余承东称之为“突破技术封锁的关键一步”；整个鸿蒙体系用1.3亿行全新代码彻底摒弃安卓框架依赖，实现全栈自研操作系统的商业化落地[s45]。2025年，陈海波团队又在SOSP上发表PowerInfer——一个让消费级GPU也能高速服务大语言模型的推理系统，把系统软件的能力延伸到AI时代[s1]。2025年10月的SOSP 2025（首尔）上，团队的“How to Copy Memory?”论文再获最佳论文奖，把操作系统里最基础的内存拷贝操作重新做成一等内核服务，而这项工作的源头，正是华为班里“相机连拍、高清视频解码”等真实场景里的性能痛点[s1][s10]。2026年2月，团队的SYSSPEC工作又获得USENIX FAST 2026最佳论文奖（Erik Riedel Best Paper Award）[s1]。
从CloudVisor到HongMeng Kernel，从形式化验证到CC EAL6+，陈海波在华为的技术叙事可以概括为一句话：用学术级的严谨，做产业级的系统。他曾在多个场合强调，操作系统是智能终端的“魂”，是信息产业之“魂”[s8][s38]。而他带队做的事情，就是让这个“魂”不再寄托于别人的代码之上。

**English:** The contest over operating-system kernels is, at heart, a trade-off among security, performance and ecosystem. A monolithic kernel integrates the file system, drivers and network protocol stack entirely within kernel space—high in performance and mature in ecosystem, yet a single vulnerability can ripple through the whole. A microkernel keeps only the most basic mechanisms—scheduling, memory management, inter-process communication (IPC)—and moves every other service into isolated user-space execution: safe and reliable, but long hobbled by IPC performance overhead and a thin ecosystem, used mainly in embedded and security-critical settings and unable to climb onto general-purpose stages such as smartphones and smart cars[s49][s50].

What HarmonyOS set out to do was precisely to carry the security advantages of the microkernel into general-purpose scenarios. The answer from Chen's team was systematically disclosed at the USENIX OSDI conference in July 2024—the paper Microkernel Goes General: Performance and Compatibility in the HongMeng Production Microkernel, with Chen as first author and the author group drawn from Huawei's Central Software Institute and Shanghai Jiao Tong University[s33][s49]. The paper's significance lies in this: it is not another laboratory prototype, but the complete design and implementation of a commercial microkernel already deployed in mass production on tens of millions of devices[s33].

The paper sums up the design philosophy of the HarmonyOS kernel (HM) as "respecting microkernel principles without going to extremes." HM consists of a tiny core kernel and a set of least-privilege OS services, preserving the microkernel's advantages of security, reliability and extensibility while systematically answering the three hard problems of general-purpose scenarios[s33][s50]. The first is ecosystem compatibility. Commercially, HM chooses compatibility with the Linux API and ABI, redirecting Linux system calls to the corresponding OS services through a shim layer, and reusing Linux's rich driver ecosystem through devices such as "driver containers plus twin drivers," so that it can run complex frameworks such as AOSP and OpenHarmony[s33][s49]. The second is resource management. In phone and car scenarios, large numbers of third-party applications compete for resources concurrently, and IPC frequency is far higher than in embedded settings such as routers—the team's measurements show an average IPC frequency of 41,000 per second on smartphones and about 7,000 per second in cars, versus only about 600 per second on routers; on this basis the team argues that, alongside improving single-IPC performance, reducing IPC frequency matters just as much[s50]. The third is performance: the IPC overhead of traditional microkernels, the "double bookkeeping of state" across distributed multi-servers (the file system and memory management each maintaining their own page caches and file descriptors), and capability-based access control all impose significant overhead[s50].

HM's solution is a set of structural innovations. Differentiated isolation classes (IC0/IC1/IC2) offer three tiers: IC0 resides in kernel space with no isolation, used for performance-critical paths such as the ABI compatibility layer; IC1 resides in kernel space and achieves isolation through hardware mechanisms such as ARM Watchpoint or Intel PKS, used for merged OS services; IC2 resides in user space with full address-space and privilege isolation, used for driver containers and independent services[s49]. A synchronous RPC-style IPC fast path eliminates the resource-allocation, exhaustion and billing problems of traditional asynchronous IPC; an "address token" mechanism replaces traditional capability-based access control, with read and write operations needing only about 6 to 10 clock cycles, whereas seL4's capability operations take about 526 cycles[s49]. Benchmarks on a Raspberry Pi 4B reported in the paper show an IPC round-trip latency of about 502 clock cycles in the IC1-to-IC1 configuration—nearly three times faster than the celebrated seL4 microkernel; the IC0-to-IC0 path takes only 18 cycles, about 76 times faster than seL4[s49]. In real scenarios such as application cold starts, HM overall usually outperforms the corresponding Linux approaches[s33].

As important as the microkernel itself is formal verification. Chen's team has long devoted itself to proving the correctness of operating-system code with mathematical methods—not relying on tests that "fail to find bugs," but using theorem proving to show that "a certain class of bugs does not exist." As far back as their academic phase they published a series of works: AtomFS (SOSP 2019, a concurrent file system verified using concurrent relational logic), BWoS (OSDI 2023, formally verified block-level work stealing), and RefFS (OSDI 2024)[s12][s1]. In the BUPT lecture profile, "automated formal proving" is listed among the key technologies Chen pioneered at Huawei[s29]. The method ultimately crystallised into the HarmonyOS kernel's security-certification result: in July 2023 the HarmonyOS microkernel received the CC EAL6+ certificate, the highest security level worldwide in the field of general-purpose operating-system kernels; its critical code passed formal verification, provably free of deadlock, backdoor and logic vulnerabilities[s37][s49]. In June 2024, HarmonyOS NEXT received CCRC EAL5+ certification, the first whole-device smart-terminal operating system in the industry to reach that level; in January 2026, HarmonyOS V1.0 passed the Level II security and reliability evaluation of the China Information Technology Security Evaluation Center, the only domestic desktop operating system to hold a certification at that level[s37].

Beyond the security architecture, the HarmonyOS kernel also carries the long accumulation of Chen's team along the main line of "low latency." The project for which he received the first prize of the 2018 Ministry of Education Technology Invention Award was precisely "Key Low-Latency Technologies of Virtual Computing Environments and Their Applications" (as first contributor)[s13]. In a microkernel architecture, the interrupt-handling path is extremely short, and the response latency of critical tasks can be kept at the microsecond level, meeting the demands of hard-real-time scenarios such as industrial control and in-vehicle systems—in a smart car, the processing of a brake signal must complete within milliseconds and cannot be disturbed by background updates or media playback[s49]. The paper discloses that, before being deployed in HarmonyOS NEXT, the HM kernel had already run in mass production on tens of millions of devices in smart-router and smart-car scenarios—corroborating Huawei's statement that the HM kernel had passed automotive-grade certification[s33][s49].

The team's research and HarmonyOS's evolution have moved almost in lockstep. In October 2024 HarmonyOS NEXT went formally commercial; Yu Chengdong, Huawei's executive director, called it "a key step in breaking through the technology blockade," as the entire HarmonyOS system, with 130 million lines of entirely new code, shed all dependence on the Android framework and achieved the commercial landing of a fully self-developed full-stack operating system[s45]. In 2025 Chen's team also published PowerInfer at SOSP—an inference system that lets consumer-grade GPUs serve large language models at high speed, extending systems-software capability into the AI era[s1]. At SOSP 2025 in Seoul in October 2025, the team's paper "How to Copy Memory?" again won the best paper award, remaking the most basic memory-copy operation of operating systems into a first-class kernel service; the work's source was precisely the performance pain points encountered in real Huawei Class scenarios such as continuous camera burst capture and high-definition video decoding[s1][s10]. In February 2026 the team's SYSSPEC work received the USENIX FAST 2026 Best Paper Award (the Erik Riedel Best Paper Award)[s1].

From CloudVisor to the HongMeng Kernel, from formal verification to CC EAL6+, Chen's technical narrative at Huawei can be summed up in one sentence: build industrial-grade systems with academic-grade rigour. He has stressed on many occasions that the operating system is the "soul" of smart terminals and the soul of the information industry[s8][s38]. And what he and his team have done is make sure that this soul no longer rests on top of someone else's code.

### 6. OpenHarmony：把操作系统捐给产业 / OpenHarmony: Donating an Operating System to the Industry

2020年9月10日，东莞松山湖，华为开发者大会HDC 2020。华为正式宣布HarmonyOS 2.0面向应用开发者发布Beta版本，同时宣布一个影响深远的决定：将鸿蒙操作系统的基础能力正式开源，开源项目命名为OpenHarmony，并捐赠给2020年6月刚刚成立的开放原子开源基金会——中国首个、也是当时唯一以开源为主题的基金会[s24][s42][s41]。余承东在主题演讲中公布了开源路线图：2020年9月起面向128KB至128MB内存的IoT设备开放，2021年4月面向128MB至4GB设备，2021年10月面向4GB以上设备[s42]。此后华为又于2020年、2021年分两次将鸿蒙OS的基础能力全部捐赠给基金会，完成了从“企业项目”到“基金会项目”的彻底转身[s41]。
捐赠之后，谁来掌舵这个开源项目的技术方向？答案是陈海波。他受聘出任OpenHarmony项目群技术指导委员会（TSC，Technical Steering Committee）创始主席，负责技术战略、版本方向与重大技术决策[s3][s29]。这个位置的微妙之处在于：代码来自华为捐赠，但项目治理属于中立基金会，主席是一位有华为职务、同时保有上海交大教职的学者——这种安排既保证技术连续性，又向产业界释放“开放共建”的信号。陈海波后来在多个场合被介绍为“OpenHarmony技术指导委员会首任/创始主席”，他自己则更强调这是一个产学研共建的社区职务[s39][s3]。
OpenHarmony从立项之初就与Android、iOS有着不同的使命。陈海波在2024年10月第三届OpenHarmony技术大会上反复澄清一个误区：OpenHarmony要做的不是Android和iOS的“平替”。“从操作系统的发展历史来看，做平替或者说‘Me too’的复制是没有成功先例的。”他说，“取代手机的或许不会是单一的设备，而是在这个时代里各种设备都会演化，有了基于OpenHarmony的底座构建的统一生态之后，各种设备组合成了一个超级设备，替代当前只用一个设备的体验，这就是万物智联发展的机会。”[s8]
在他的阐述中，OpenHarmony是面向万物智联时代构建的分布式全场景协同开源操作系统基座，具备五大技术架构特征：“架构解耦、弹性扩展”“异构并行、全栈协同”“原生智能、场景体验”“原生安全、生态纯净”“极简开发、多端部署”[s8][s22]。他有一个流传很广的表述：“开源鸿蒙并不是简单的操作系统，而是底层数字基座，在其上层的应用有着共同的逻辑，而恰恰开源鸿蒙变成了‘一生万物，万物归一’中的‘一’。”[s17]技术上，这个“一”通过“元OS”架构实现：操作系统像乐高积木一样按需组合，既能满足从KB级内存传感器到GB级内存手机、车机、服务器的弹性部署，又能通过统一生态、统一互联把各类设备有机连接[s8]。高性能文件系统EROFS、文件系统并发证明、Vsync、AI原生智能架构、OpenTrustee可信执行环境、仓颉编程语言等，成为他在大会上点名的关键技术突破[s8]。
社区的成长速度超出多数人的预期。2024年10月第三届技术大会公布的数据是：开源四年，社区汇聚8060名贡献者、70多家共建单位，累计产出1.1亿多行代码，超过780款软硬件产品通过兼容性测评，覆盖金融、电力、教育、交通、医疗、航天等领域[s7][s8]。到2025年5月的开源鸿蒙开发者大会，代码规模已达1.3亿多行，贡献者8600多位，通过兼容性测评的软硬件产品超过1100款，累计发布8个大版本，共建共享15个技术域的1115款开源三方库和6个跨平台框架[s19]。2025年5月社区运营报告显示：累计8704名贡献者、437家社区伙伴、59.3万多个PR、67个SIG组[s20]。2025年9月27日，第四届开源鸿蒙技术大会在长沙召开，陈海波回顾五年历程并发布开源鸿蒙6.0 Release版本，提出智能化将成为终端操作系统发展的主旋律；华为余承东在会上称，五年来产学研各界共建开源鸿蒙，“开创了我国软件发展史上的奇迹”——截至2025年9月20日，基于开源鸿蒙的鸿蒙5操作系统终端数已突破1700万，超过3万个鸿蒙应用和元服务上架[s18]。
国际化是另一条被反复强调的线。2021年9月，开放原子开源基金会与欧洲最大开源组织Eclipse基金会宣布合作，同年10月共同推出基于OpenHarmony的Oniro操作系统，面向全球市场打造透明、厂商中立的独立系统，创始成员包括华为、Linaro与意大利IoT设备厂商Seco[s41][s7]。这是中国首次有独立自主的智能终端操作系统，也是首次有欧洲开源组织基于中国开源项目发布商业发行版[s8]。陈海波说：“OpenHarmony不仅局限于中国，我还要立足中国面向全球，在全球都面临的数字化、智能化转型阶段，如果我们能把握好这个关键机遇期，那将给全世界的操作系统都带来巨大的价值。”[s8]到2026年中，社区数据进一步更新为：代码约1.3亿行、贡献者超过1.3万名、伙伴组织500余家、通过兼容性测评产品超过1700款、生态设备达13亿、商业发行版超过100个[s47]。
OpenHarmony的底盘上，还站着一支特殊的“国家队”。中国科学院软件研究所研究员武延军带领团队在2020年华为最困难的时期加入鸿蒙主战场；2020年8月，软件所5号楼被改造成“开源鸿蒙联合作战室”，30多位工程师与华为团队封闭攻关8个月，全面梳理全球10万多款操作系统组件、标定风险级别，软件所主导了驱动框架HDF的核心设计，代码贡献占比超20%，成为开源鸿蒙社区迄今唯一的“特殊捐赠人”[s25][s45]。开放原子基金会首任理事长杨涛评价：“软件所为项目作出了重要贡献，不愧是国家队。”[s25]华为轮值董事长徐直军作序的《鸿蒙开物：终端操作系统破晓之路》一书记载了这段协作[s25]。
行业落地上，开源鸿蒙走出了一条与消费电子不同的“农村包围城市”路径。金融POS机、电力巡检终端、轨道交通、煤矿矿鸿、智慧病区、智慧高速、政务数智机关……一个个不依赖海量消费应用、却对安全可靠要求极高的关键行业场景，成为开源鸿蒙最先扎根的土壤[s7][s51]。以深开鸿（深圳开鸿数字产业发展有限公司）为代表的商业发行版厂商，基于OpenHarmony打造KaihongOS等行业操作系统，其CEO王成录正是原华为消费者BG软件部总裁、鸿蒙研发的早期主导者；深开鸿的KaihongOS成为开源鸿蒙领域首个通过CCRC EAL5+认证的行业操作系统，并在智慧交通、智慧能源、机器人等场景规模化落地[s51][s44]。陈海波在其中的角色，是为整个开源鸿蒙生态把握技术方向的人——他不经营某一家发行版公司，却通过TSC为所有发行版公司守护同一套技术底座与技术判断。
2023年11月，“OpenHarmony智能终端操作系统基座”项目获CCF科技进步特等奖，完成单位为华为、上海交通大学与中国科学院软件研究所[s6]。这份奖项的归属本身，就是开源鸿蒙模式的缩影：企业、高校、科研院所，在一个基金会托管的开源项目里，把各自核心的能力拼成了同一个底座。陈海波作为第一完成人站在领奖台上时，他代表的不是某个机构，而是一种新的生产关系——中国基础软件第一次以开源协作的方式，完成了从追赶到并跑的关键一跃。

**English:** On September 10, 2020, at Songshan Lake in Dongguan, Huawei held its developer conference HDC 2020. Huawei formally announced the Beta release of HarmonyOS 2.0 for application developers, and alongside it a decision with far-reaching consequences: the foundational capabilities of the HarmonyOS operating system would be formally open-sourced under the name OpenHarmony, and donated to the OpenAtom Foundation, which had been founded in June 2020—China's first, and at the time only, foundation dedicated to open source[s24][s42][s41]. In his keynote, Yu Chengdong laid out the open-source roadmap: from September 2020, opening to IoT devices with between 128KB and 128MB of memory; in April 2021, to devices with 128MB to 4GB; and in October 2021, to devices above 4GB[s42]. Huawei subsequently donated all foundational capabilities of the HarmonyOS system to the foundation in two tranches, in 2020 and 2021, completing the full turn from "enterprise project" to "foundation project"[s41].

After the donation, who would steer the technical direction of the open-source project? The answer was Haibo Chen. He was appointed founding chairman of the OpenHarmony project group's Technical Steering Committee (TSC), responsible for technical strategy, release direction and major technical decisions[s3][s29]. The subtlety of the position lies in this: the code came from Huawei's donation, but the project's governance belongs to a neutral foundation, and the chair is a scholar who holds a Huawei post while retaining his SJTU faculty position—an arrangement that both guarantees technical continuity and signals "open and joint construction" to the industry. Chen has since been introduced at many events as the first, or founding, chairman of the OpenHarmony TSC; he himself stresses rather that it is a community role built jointly by industry, academia and research[s39][s3].

From its inception, OpenHarmony carried a mission different from those of Android and iOS. At the third OpenHarmony Technology Conference in October 2024, Chen repeatedly corrected one misconception: what OpenHarmony is building is not a flat replacement for Android and iOS. "Looking at the history of operating systems, there is no precedent for success through me-too copying or 'just another replacement,'" he said. "What will replace the smartphone may not be a single device; rather, all kinds of devices in this era will evolve. Once there is a unified ecosystem built on the OpenHarmony foundation, devices of all kinds combine into a super device that replaces today's single-device experience—that is the opportunity in the development of all-scenario intelligence."[s8]

In his account, OpenHarmony is an open-source operating-system foundation—a distributed, all-scenario collaborative base built for the era of all-scenario intelligence—with five architectural features: "decoupled architecture and elastic extension"; "heterogeneous parallelism and full-stack synergy"; "native intelligence and scenario experience"; "native security and a clean ecosystem"; and "minimalist development and multi-device deployment"[s8][s22]. He has a widely circulated formulation: "OpenHarmony is not simply an operating system; it is the underlying digital foundation. The applications above it share a common logic, and OpenHarmony has become the 'one' from which all things arise and to which all things return."[s17] Technically, that "one" is realized through a "meta-OS" architecture: the operating system assembles itself on demand like Lego bricks, capable both of elastic deployment across sensors with kilobyte-scale memory to phones, in-vehicle systems and servers with gigabyte-scale memory, and of organically connecting all kinds of devices through a unified ecosystem and unified interconnection[s8]. The high-performance EROFS file system, concurrent proofs of file systems, Vsync, the native-AI intelligence architecture, the OpenTrustee trusted execution environment and the Cangjie programming language were among the key technical breakthroughs he named at the conference[s8].

The community grew faster than most expected. The figures published at the third technology conference in October 2024 were, after four years of open source: 8,060 contributors gathered, more than 70 co-building organizations, cumulative output of over 110 million lines of code, and more than 780 software and hardware products passing compatibility testing, spanning finance, power, education, transport, healthcare and aerospace[s7][s8]. By the OpenHarmony Developer Conference of May 2025, code had reached more than 130 million lines, contributors numbered over 8,600, more than 1,100 software and hardware products had passed compatibility testing, eight major releases had been published cumulatively, and 1,115 open-source third-party libraries and six cross-platform frameworks across fifteen technical domains were jointly built and shared[s19]. The community operations report of May 2025 showed 8,704 cumulative contributors, 437 community partners, more than 593,000 pull requests, and 67 SIGs[s20]. On September 27, 2025, the fourth OpenHarmony Technology Conference opened in Changsha; Chen reviewed the five-year journey and released OpenHarmony 6.0 Release, proposing that intelligence would become the main theme of terminal operating-system development. Huawei's Yu Chengdong told the conference that five years of joint building by industry, academia and research had "created a miracle in the history of China's software development"—as of September 20, 2025, the number of HarmonyOS 5 terminals based on OpenHarmony had broken 17 million, with more than 30,000 HarmonyOS applications and atomic services listed[s18].

Internationalization is another line repeatedly emphasized. In September 2021 the OpenAtom Foundation and the Eclipse Foundation, Europe's largest open-source organization, announced cooperation, and that October jointly launched Oniro, an operating system based on OpenHarmony, building a transparent, vendor-neutral independent system for the global market; founding members included Huawei, Linaro and the Italian IoT-device maker Seco[s41][s7]. This marked the first time China possessed an independent, self-governed smart-terminal operating system, and the first time a European open-source organization released a commercial distribution based on a Chinese open-source project[s8]. Chen said: "OpenHarmony is not confined to China. I want to base it in China while facing the world. At a stage when the whole globe is undergoing digital and intelligent transformation, if we seize this critical window of opportunity, it will bring enormous value to operating systems worldwide."[s8] By mid-2026 the community figures had been further updated: roughly 130 million lines of code, more than 13,000 contributors, over 500 partner organizations, more than 1,700 products passing compatibility testing, 1.3 billion ecosystem devices and more than 100 commercial distributions[s47].

Standing on OpenHarmony's chassis is also a special kind of "national team." Wu Yanjun, a researcher at the Institute of Software of the Chinese Academy of Sciences, led his team into the main HarmonyOS battlefield in 2020, Huawei's most difficult year; in August 2020, Building 5 of the institute was converted into an "OpenHarmony joint operations room," where more than 30 engineers and Huawei teams worked behind closed doors for eight months in a concentrated attack effort, comprehensively surveying more than 100,000 operating-system components worldwide and calibrating their risk levels. The institute led the core design of the HDF driver framework, with a code-contribution share above 20 percent, becoming to date the community's only "special donor"[s25][s45]. Yang Tao, the first chairman of the OpenAtom Foundation, judged: "The Institute of Software has made important contributions to the project—worthy of the name national team."[s25] The book The Dawn of HarmonyOS: The Breakthrough Path of the Terminal Operating System, with a preface by Huawei rotating chairman Xu Zhijun, records this collaboration[s25].

In industrial landing, OpenHarmony walked a path different from consumer electronics—a "countryside encircling the cities" route. Financial POS machines, power-inspection terminals, rail transit, the MineHarmony system in coal mines, smart hospital wards, smart highways, digitally intelligent government agencies—one critical industry scenario after another, not dependent on a mass of consumer applications but demanding the highest security and reliability, became the first soil where OpenHarmony put down roots[s7][s51]. Commercial-distribution vendors represented by Kaihong (Shenzhen Kaihong Digital Industry Development Co., Ltd.) built industry operating systems such as KaihongOS on top of OpenHarmony; its CEO, Wang Chenglu, is the former president of software for Huawei's Consumer Business Group and an early leader of HarmonyOS R&D; KaihongOS became the first industry operating system in the OpenHarmony field to pass CCRC EAL5+ certification, landing at scale in smart transport, smart energy, robotics and other scenarios[s51][s44]. Chen's role in all this is the man who holds the technical direction for the whole OpenHarmony ecosystem—he does not run any particular distribution company, yet through the TSC he guards the same technical foundation and the same technical judgment for every distribution company.

In November 2023, the OpenHarmony smart-terminal operating-system foundation project received the CCF Science and Technology Progress Special Award, completed by Huawei, Shanghai Jiao Tong University and the Institute of Software of the Chinese Academy of Sciences[s6]. The very attribution of the award is a miniature of the OpenHarmony model: enterprises, universities and research institutes, inside a foundation-hosted open-source project, fitting their strongest capabilities together into one foundation. When Chen stood on the podium as first contributor, he represented not any single institution but a new relationship of production—Chinese foundational software completing, for the first time through open-source collaboration, the key leap from chasing to running abreast.

### 7. 技术·生态·人才：开源生态的方法论 / Technology, Ecosystem, Talent: The Methodology of an Open-Source Ecosystem

操作系统是一个典型的“生态行业”：技术再先进，没有应用、设备与开发者的聚集，也只是空中楼阁。Windows、Android、iOS的崛起，无一例外经历了漫长的生态培育[s8]。陈海波对这一点有清醒的认知。在2024年第三届OpenHarmony技术大会上，他把开源鸿蒙的方法论概括为三个词：技术、生态、人才——“技术、生态、人才这三方面密不可分，对于OpenHarmony的发展来说缺一不可。”[s8]
技术是他的本行，也是社区公信力的来源。作为TSC主席，他主导建立了一套面向产业真问题的技术攻关机制：TSC持续发布终端操作系统技术课题，牵引高校“揭榜挂帅”。截至2024年技术大会，TSC已累计发布60多个技术难题，牵引22家高校俱乐部揭榜51次[s17]。在2024年12月的OpenHarmony城市技术论坛合肥站上，他指出，基于OpenHarmony的研究成果已在系统、数据库、软件工程等多个领域的学术会议上频繁亮相，这展示了新时代产学研协同的巨大价值；相较传统产学研模式，通过开源社区协同能够“迅速见效”——研究人员可以快速将技术成果应用于OpenHarmony，并迅速覆盖数亿级设备和人群，他称这是“从源于开源到回馈开源”的极具潜力的新模式[s43]。
生态建设的抓手之一，是遍布全国高校的OpenHarmony技术俱乐部。这一机制的设计初衷，是让专家走进校园，吸引师生参与开源社区共建，让学生在贡献代码的过程中获得激励、荣誉与成长[s22]。2023年12月底，厦门大学OpenHarmony技术俱乐部揭牌时，全国参与院校已达25所、成立21家俱乐部，包括浙江大学、复旦大学、上海交通大学、武汉大学、华中科技大学、大连理工大学等知名高校，并有300多所院校与OpenHarmony达成人才培养合作[s22]。2025年1月，南方科技大学俱乐部成立，陈海波到场致辞并作《产学研协同的操作系统研究与OpenHarmony实践》报告，他勉励同学们不仅要紧跟社区内部发展，更要勇于把技术成果推向更广阔的开源社区，形成“内外双循环”的开放生态[s23]。到2024年技术大会时，已有32家技术俱乐部、首批30家开发者协会集体亮相[s7]。
人才被陈海波视为比代码更根本的资产。他在不同场合反复强调，万物智联时代对操作系统人才的需求缺口巨大[s22]。开源鸿蒙项目群TSC专门成立了教育委员会，探索多层次操作系统人才培养途径[s17]。他主持撰写的《现代操作系统：原理与实现》及其再版《操作系统：原理与实现》，把鸿蒙等工业界最新实践写进教材，被高校、科研机构与企业广泛采用[s35][s1]。在上海交大，他设计的“华为班”把研究生培养与华为真实研发课题深度绑定：华为导师深度参与课程、学生进入联培课题实战、最后聚焦论文答辩，5年间学生在国际顶会顶刊发表论文、多项学生主导技术落地开源鸿蒙、30余名学生参加鸿蒙突击队[s10]。
陈海波的人才观里，有一条明确的“反内卷”立场。在2025年9月接受上观新闻专访时，他谈到：“不能‘卷’人才。青年人才在发展过程中会面临各种压力，但不能因此就……制度设计应该有利于他们专心科研、长期探索，让青年人有能力，更要有动力。比如，基础研究特区的项目周期达5年甚至10年，可以免除其‘后顾之忧’，避免‘卷’在项目申报与评审中。”[s9]他还推崇硅谷式的非正式交流文化：2008年在硅谷交流时，他注意到周末湾区小餐馆、咖啡吧里有很多“组局”，高校学者、创业者、上市公司创始人之间不按身份分三六九等，更像一群“聊技术”的朋友，这种松弛的交流反而让想法自然碰撞[s9]。
生态协同的另一个关键词是“打破边界”。陈海波认为，从原始创新到重大产业突破，单靠高校很难完成，应当与行业龙头企业建立更紧密、制度化的合作；研发资源会更多在高校和企业间双向流动，“高校人员进企业”与“企业人员进高校”并行[s9]。他以上海交大新建的人工智能学院为例：学院打造“3-3-3”多元引育格局，三分之一教师来自海外顶尖高校，三分之一来自国内一流院校，三分之一直接从全球领先科技企业引进；学院青年团队发布的全球首个端侧原生大模型，正是这种跨界机制的成果之一[s9]。跨学科交叉同样被他视为大势所趋：他带领的IPADS实验室与樊春海院士团队合作开展DNA数据存储研究，在上海交大张江高等研究院联合攻关可连续作业96小时的自主核酸实验室AutoDNA，探索“非硅基计算与存储”的颠覆性可能；相关DNA计算工作发表于《Nature》[s9][s1]。
在产业生态的组织上，陈海波扮演的是“技术方向的汇聚者”角色。OpenHarmony项目群之下，TSC成立了10多个技术专家组，凝聚数百名产学专家参与技术研究与项目孵化；社区形成67个SIG（特别兴趣组），覆盖从内核、文件系统、图形到AI、安全的各个技术域[s17][s20]。他还推动开源鸿蒙走向更广阔的产业组织：2024年起，深开鸿等企业牵头成立广东省智能物联网操作系统产业协会、设立国内首支聚焦开源鸿蒙产业链的科创投资基金“启鸿育远”，构建从技术到资本的产业闭环[s51]。这些商业生态的具体运营由生态企业承担，而陈海波与TSC提供的，是让所有参与者相信“底座可靠、方向一致”的技术公信力。
他给开源鸿蒙生态定下的基调，可以用他常说的两组词概括。一组是对内的：“技术领先筑生态”[s22]——生态不是营销出来的，是一行行被证明可靠的代码堆出来的。另一组是对外的：“立足中国，面向全球”[s8]——开源不是闭门造车，而是把中国的数字化、智能化转型经验，变成全球开发者可以共享的公共品。2025年9月的技术大会上，他发布开源鸿蒙6.0 Release时再次呼吁：以智能化发展为主旋律，产学研用各界共同擘画开源鸿蒙下一个五年的技术蓝图[s18]。在他看来，操作系统生态的竞争归根结底是人的竞争、组织方式的竞争——当中国最聪明的一批年轻人愿意把论文写在开源社区的代码仓库里，生态就有了最坚实的地基。

**English:** An operating system is a quintessential "ecosystem industry": no matter how advanced the technology, without the gathering of applications, devices and developers it is only a castle in the air. The rises of Windows, Android and iOS all, without exception, went through long years of ecosystem cultivation[s8]. Chen has a clear-eyed understanding of this. At the 2024 OpenHarmony Technology Conference he summed up the OpenHarmony methodology in three words: technology, ecosystem and talent—"these three aspects are inseparable; for OpenHarmony's development, not one can be dispensed with."[s8]

Technology is his home ground and the source of the community's credibility. As TSC chairman he led the building of a technology-attack mechanism oriented to genuine industrial problems: the TSC continually publishes technical topics in terminal operating systems, pulling universities in under the open-bid challenge system. By the 2024 technology conference, the TSC had cumulatively released more than 60 technical challenges, pulling 22 university clubs into 51 successful bids[s17]. At the OpenHarmony City Technology Forum in Hefei in December 2024, he noted that research results based on OpenHarmony had begun appearing frequently at academic conferences in systems, databases, software engineering and other fields, demonstrating the enormous value of industry-academia-research collaboration in the new era; compared with traditional cooperation models, collaboration through an open-source community could "deliver rapid results"—researchers could quickly apply technical results to OpenHarmony and immediately reach hundreds of millions of devices and people. He called this a highly promising new model of "originating from open source and giving back to open source"[s43].

One handle for ecosystem building is the network of OpenHarmony Technology Clubs spread across universities nationwide. The mechanism was designed to bring experts onto campus, attract faculty and students into jointly building the open-source community, and let students gain incentives, honour and growth in the very process of contributing code[s22]. When the Xiamen University OpenHarmony Technology Club was unveiled at the end of December 2023, 25 universities nationwide were participating and 21 clubs had been established, including well-known institutions such as Zhejiang University, Fudan University, Shanghai Jiao Tong University, Wuhan University, Huazhong University of Science and Technology and Dalian University of Technology, while more than 300 institutions had reached talent-cultivation cooperation with OpenHarmony[s22]. In January 2025 the Southern University of Science and Technology club was established; Chen attended to deliver the address and a report on "Industry-Academia Collaborative Operating-Systems Research and OpenHarmony Practice," urging students not only to keep pace with developments inside the community but also to dare to push their technical results out into the broader open-source community, forming an open ecosystem of "internal and external dual circulation"[s23]. By the 2024 technology conference, 32 technology clubs and the first cohort of 30 developer associations had appeared collectively[s7].

Chen regards talent as an asset more fundamental than code. He has stressed on many occasions that the era of all-scenario intelligence has an enormous gap in operating-systems talent[s22]. The OpenHarmony project group's TSC specifically set up an Education Committee to explore multi-level paths for operating-systems talent cultivation[s17]. The textbook Modern Operating Systems: Principles and Implementation, which he led and its revised edition Operating Systems: Principles and Implementation, wrote the latest industrial practices such as HarmonyOS into teaching materials and have been widely adopted by universities, research institutes and companies[s35][s1]. At SJTU, the Huawei Class he designed binds graduate training deeply to real Huawei R&D projects: Huawei mentors participate deeply in courses, students enter joint-training projects for real combat, and the final stage focuses on papers and defense; over five years students have published in top international conferences and journals, multiple student-led technologies have landed in OpenHarmony, and more than 30 students have joined the HarmonyOS task force[s10].

Within Chen's view of talent runs a clear stance against involution. In an interview with Shanghai Observer in September 2025, he said: "We must not 'volumise' talent. Young people face all kinds of pressure as they develop, but the system design should not push them on that account—design should help them concentrate on research and explore over the long term, giving young people both capability and, more importantly, motivation. For example, project cycles in the basic-research zone can run five or even ten years, relieving them of worries about what lies behind and sparing them being 'volumised' in grant applications and reviews."[s9] He also admires Silicon Valley's culture of informal exchange: during his 2008 time in Silicon Valley, he noticed that on weekends the Bay Area's small restaurants and coffee bars hosted many informal gatherings where university scholars, entrepreneurs and founders of listed companies were not ranked by status, but met more like friends "talking tech"; that relaxed exchange let ideas collide naturally[s9].

Another keyword for ecosystem collaboration is "breaking boundaries." Chen believes that from original innovation to major industrial breakthrough, universities alone can rarely complete the journey; tighter, institutionalized cooperation with leading enterprises is needed, with R&D resources flowing in both directions between universities and companies, "university people entering companies" alongside "company people entering universities"[s9]. He takes SJTU's newly founded School of Artificial Intelligence as an example: the school built a "3-3-3" diversified recruitment and cultivation model, with a third of faculty from top overseas universities, a third from leading domestic institutions and a third directly recruited from globally leading technology companies; the world's first on-device native large model released by the school's young team is precisely one fruit of this cross-boundary mechanism[s9]. Cross-disciplinary work he likewise regards as an inevitable trend: the IPADS laboratory he leads cooperates with Academician Fan Chunhai's team on DNA data storage research, jointly tackling, at the SJTU Zhangjiang Institute for Advanced Study, AutoDNA, an autonomous nucleic-acid laboratory capable of operating continuously for 96 hours, exploring the disruptive possibilities of "non-silicon computing and storage"; the related DNA-computing work was published in Nature[s9][s1].

In organizing the industrial ecosystem, Chen plays the role of a "convener of technical direction." Beneath the OpenHarmony project group, the TSC established more than ten technical expert groups, drawing hundreds of industry and academic experts into technical research and project incubation; the community formed 67 SIGs (special interest groups), covering every technical domain from kernels, file systems and graphics to AI and security[s17][s20]. He also pushed OpenHarmony toward broader industrial organization: from 2024, companies led by Kaihong spearheaded the founding of the Guangdong Provincial AIoT Operating System Industry Association and set up Qihong Yuyuan, China's first science-and-technology investment fund focused on the OpenHarmony industry chain, building an industrial closed loop from technology to capital[s51]. The concrete operations of these commercial ecosystems are borne by ecosystem companies; what Chen and the TSC provide is the technical credibility that lets every participant believe the foundation is reliable and the direction consistent.

The tone he has set for the OpenHarmony ecosystem can be captured in two pairs of phrases he often uses. One faces inward: "build the ecosystem through technology leadership"[s22]—an ecosystem is not marketed into being; it is stacked up line by line out of code proven reliable. The other faces outward: "based in China, facing the world"[s8]—open source is not building a cart behind closed doors, but turning China's experience of digital and intelligent transformation into a public good that global developers can share. At the technology conference in September 2025, when releasing OpenHarmony 6.0, he called once more for industry, academia, research and users jointly to map the technical blueprint of OpenHarmony's next five years, with intelligent development as the main theme[s18]. In his view, the competition among operating-system ecosystems is, in the end, a competition of people and of modes of organization—when China's cleverest cohort of young people is willing to write its papers inside the code repositories of an open-source community, the ecosystem has its firmest foundation.

### 8. AI新局：从微内核到Agent OS / The New AI Frontier: From Microkernel to Agent OS

2024年以来，大模型与智能体的浪潮重新定义了“操作系统”这四个字的含义。当生成式AI开始接管搜索、办公、编程乃至设备控制，一个问题摆在所有系统研究者面前：在AI时代，操作系统还重要吗？它会变成什么？陈海波的回答是：操作系统不仅仍然重要，而且正在经历自移动互联网以来最深刻的一次重构——他把这个新物种称为“模型原生操作系统”与“Agent OS”。
2025年前后，陈海波在多个学术与产业场合系统阐述了这一方向。在CCF的报告《模型原生操作系统：构筑端边云智能算力的确定性与高效性》中，他指出：大模型与Agent向端边云全场景渗透，其时延抖动与概率输出特性造成端到端任务完成的不确定性；模型原生操作系统通过重塑系统抽象与接口，将Agent/模型执行图、执行置信度及任务意图提升为“第一等公民”，以声明式模型意图接口解耦应用需求与模型实例，结合增量式模型同步与意图调用机制，实现端边云智能的高效协同演化；同时引入形式化方法强化确定性，以形式化规约描述资源调度与模型切换合约，借助轻量级形式化验证代理，动态保障关键路径的时序与逻辑确定性；面向置信度与任务成功率的联合服务等级目标，自适应卸载机制依据运行时置信度监测协同调度端边云异构算力，在开放环境下确保任务完成的确定性[s30]。
这套思路的核心命题，陈海波在2026年6月上海交通大学举行的开源鸿蒙城市技术论坛上讲得更为直白：“Agent OS的核心使命，是要从工具调用走向系统级智能，为AI概率性构建系统级确定性。”[s21]他以强化学习泰斗Richard Sutton的“大世界假设”和图灵1950年《计算机器与智能》中“机器能思考吗”的经典命题开场：智能体无法在内部完美建模整个世界，必须学会利用环境，在与大世界的持续交互和纠错中涌现“行动智慧”——这是AI从“基于表征的小世界”走向“智能大世界”的必经之路[s21]。真实任务往往包含多轮交互、多工具调用、多设备协同、多智能体分工和长时间状态维护：差旅规划需调用日历、地图、天气、票务、支付、审批系统，软件开发需理解需求、修改代码、运行测试、分析错误、提交补丁、跟踪反馈，工业运维需融合传感器、知识库、控制系统与现场设备。“真正的难点不只是模型是否聪明，而是系统能否可靠地组织智能。”[s21]
这里存在一个根本性的张力：传统操作系统基于还原论与确定性，要求强收敛；大模型却具有天然的概率性。陈海波提出，操作系统必须双向演进——既要“被AI重塑”，更要“为AI进化”。开源鸿蒙围绕系统确定性、安全隐私、Token效率、智能体友好API与人机共生UX等方向创新，其核心逻辑被他追溯到钱学森的“系统论”：通过架构重塑，在“模型不确定性”之上构建“系统级确定性”[s21]。具体技术实践包括三个层面：系统级确定性上，采用“概率性规划—约束执行—可验证收敛”范式，建设AI确定性运行时与SpecFS验证新范式；AI安全隐私上，“以AI治理AI安全”，建设鸿蒙AI安全体系；评价方式上，Agent OS要“从静态评测走向真实任务检验，从单机智能走向万物智能”——不能只看最终答案是否正确，更要看执行过程是否可信，包括权限边界、执行轨迹、资源消耗、异常恢复、状态一致性和用户可控性等关键指标[s21]。
组织方式上，陈海波坚持开源路线。他提出，如果Agent OS要成为泛在智能时代的基础设施，就不能依赖单一厂商、单一模型或封闭生态：智能体的运行天然需要连接模型、工具、数据、设备和服务，若这些能力被封装在彼此割裂的系统中，短期可能形成好的单点体验，长期却会制造新的系统孤岛。因此Agent OS首先需要开放架构——开放不仅是开源代码，更是开放接口、协议、生态和能力边界：模型应可替换，工具应可注册，数据应可安全访问，智能体之间应可协同。他特别提到MCP、A2A、Skill、CLI等协议与抽象的兴起，以及开源智能体项目的涌现，指出智能体系统正从“个体能力”走向“生态能力”；开源鸿蒙也已筹建具身智能PMC和AI Agent TSG/PMC，面向万物智联世界提供开放架构与生态[s21]。
学术研究上，IPADS团队早已在为这场转型储备弹药。2024年SOSP上发表的PowerInfer，让消费级GPU也能高速服务大语言模型推理，把大模型推理的门槛从数据中心拉到个人电脑[s1]。2025年与2026年，团队在OSDI上连续发表多篇面向AI基础设施的工作：面向多元XPU的抢占式调度、模型自动扩缩容、服务化渲染并行化等[s1]。2026年2月，SYSSPEC生成式文件系统工作获得USENIX FAST最佳论文奖[s1]。陈海波本人在上海交大担任人工智能操作系统研究院院长，成为计算机学院与人工智能学院的双聘教授，并在2025级研究生开学典礼上作为教师代表发言[s9][s30]。
在更宏观的产业判断上，陈海波把AI时代的自主可控视为一场必须打赢的阵地战。2025年9月接受上观新闻专访时，他直言：“AI时代，我们的基础软硬件体系，必须也必然会走向自主可控。如果一直依赖‘卡脖子’的生态链条，我们的AI发展就会受制于人。目前我国在这方面的技术和生态格局也已初步形成，包括开源鸿蒙等。我相信，以我国的技术积累和市场体量，完全可以凝心聚力，主导从底层开始的技术攻关，开放性地打造出一到两套完整、好用易用的生态体系，实现‘换道超车’与自主发展。”[s9]
他对“生态互联互通”的描述极具画面感：开源鸿蒙的目标之一，是打通各类消费终端和行业终端，让手机、平板、电脑、智能汽车、智能机器人以及各行业智能终端之间都可以“讲普通话”；交互方式也不止于机器语言，还可以通过自然语言、手势、眼神等更自然的方式——与AI结合形成智能体，乃至面向物理世界打造具身智能[s9]。2025年11月《齐鲁晚报》的报道也注意到，在2025年开源鸿蒙技术大会上，陈海波宣布系统已实现“AI原生服务”：无需开发完整APP，只需提交功能模块，AI会自动匹配用户场景[s52]。
从微内核到Agent OS，陈海波的研究主线其实一以贯之：在系统的最底层，为上层世界的复杂性建立秩序。过去他用形式化验证为代码的确定性背书，今天他试图用系统工程为概率性的AI提供确定性兜底。如果说操作系统是数字世界的地基，那么在智能体时代，这块地基需要被重新浇筑——而这一次，中国的研究者和产业力量，第一次站在了新地基的设计者位置上。

**English:** Since 2024, the wave of large models and agents has redefined what the four characters for "operating system" mean. As generative AI begins to take over search, office work, programming and even device control, one question confronts every systems researcher: in the AI era, do operating systems still matter? What will they become? Chen's answer is that operating systems not only still matter; they are undergoing their deepest restructuring since the mobile internet—and he calls the new species a "model-native operating system" and an "Agent OS."

Around 2025, Chen laid out this direction systematically across academic and industrial settings. In his CCF report, Model-Native Operating Systems: Building Determinism and Efficiency for Device-Edge-Cloud Intelligent Computing Power, he argued that large models and agents are permeating every scenario across device, edge and cloud, and that their latency jitter and probabilistic output create uncertainty in end-to-end task completion; a model-native operating system, by reshaping system abstractions and interfaces, elevates agent/model execution graphs, execution confidence and task intent into "first-class citizens," uses a declarative model-intent interface to decouple application needs from model instances, and combines incremental model synchronisation with intent-invocation mechanisms to achieve efficient co-evolution of intelligence across device, edge and cloud; it also introduces formal methods to reinforce determinism, describing resource-scheduling and model-switching contracts with formal specifications and using lightweight formal-verification agents to dynamically guarantee the temporal and logical determinism of critical paths; oriented toward a joint service-level objective on confidence and task-success rate, an adaptive offloading mechanism coordinates heterogeneous device-edge-cloud compute on the basis of runtime confidence monitoring, ensuring the determinism of task completion in open environments[s30].

The core proposition of this line of thinking was put more plainly by Chen at the OpenHarmony City Technology Forum held at Shanghai Jiao Tong University in June 2026: "The core mission of the Agent OS is to move from tool invocation to system-level intelligence, and to build system-level determinism on top of the probabilism of AI."[s21] He opened with reinforcement-learning doyen Richard Sutton's "Big World" hypothesis and the classic question from Turing's 1950 Computing Machinery and Intelligence—"Can machines think?": an agent cannot model the entire world perfectly internally; it must learn to exploit its environment, with "acting intelligence" emerging through continuous interaction with and correction by the big world—which is the necessary path for AI from the "representation-based small world" toward the "intelligent big world"[s21]. Real tasks often involve multi-turn interaction, multi-tool invocation, multi-device coordination, division of labour among multiple agents and long-horizon state maintenance: travel planning must call on calendars, maps, weather, ticketing, payments and approval systems; software development requires understanding requirements, modifying code, running tests, analysing errors, submitting patches and tracking feedback; industrial operations and maintenance must fuse sensors, knowledge bases, control systems and field equipment. "The real difficulty is not just whether the model is clever, but whether the system can reliably organize intelligence."[s21]

There is a fundamental tension here: traditional operating systems are built on reductionism and determinism, demanding strong convergence, whereas large models are naturally probabilistic. Chen argues that the operating system must evolve in both directions—it must be "reshaped by AI," and, even more, it must "evolve for AI." OpenHarmony is innovating around system determinism, security and privacy, token efficiency, agent-friendly APIs and human-machine symbiotic UX, and he traces the core logic back to Qian Xuesen's systems theory: through architectural reshaping, build "system-level determinism" on top of "model uncertainty"[s21]. Concrete technical practice spans three layers. On system-level determinism, it adopts the paradigm of "probabilistic planning, constrained execution, verifiable convergence," building an AI determinism runtime and the new SpecFS verification paradigm. On AI security and privacy, it "uses AI to govern AI security," building the HarmonyOS AI security system. On evaluation, the Agent OS must move "from static benchmarks to real-task tests, and from single-machine intelligence to the intelligence of all things"—looking not only at whether the final answer is correct, but at whether the execution process is trustworthy, including key metrics such as permission boundaries, execution traces, resource consumption, exception recovery, state consistency and user controllability[s21].

In its mode of organization, Chen insists on the open-source route. He argues that if the Agent OS is to become infrastructure for the era of ubiquitous intelligence, it cannot depend on a single vendor, a single model or a closed ecosystem: the running of agents inherently requires connecting models, tools, data, devices and services, and if these capabilities are encapsulated in mutually siloed systems, they may produce good point experiences in the short term but will, in the long run, create new system islands. The Agent OS therefore first needs an open architecture—openness meaning not only open-source code but open interfaces, protocols, ecosystems and capability boundaries: models should be replaceable, tools registrable, data safely accessible, and agents mutually collaborative. He specifically pointed to the rise of protocols and abstractions such as MCP, A2A, Skill and CLI and the emergence of open-source agent projects, noting that agent systems are moving from "individual capability" toward "ecosystem capability"; OpenHarmony has also set up an embodied-intelligence PMC and an AI Agent TSG/PMC to provide an open architecture and ecosystem for the world of all-scenario intelligence[s21].

On the academic side, the IPADS team had long been stockpiling ammunition for this transition. PowerInfer, published at SOSP 2024, lets consumer-grade GPUs serve large-language-model inference at high speed, pulling the threshold of LLM inference down from the data centre to the personal computer[s1]. In 2025 and 2026 the team published multiple works at OSDI aimed at AI infrastructure: preemptive scheduling for diverse XPUs, automatic model scaling, and the parallelisation of service-oriented rendering, among others[s1]. In February 2026 the SYSSPEC generative file-system work received the USENIX FAST Best Paper Award[s1]. Chen himself serves at SJTU as dean of the Research Institute of AI Operating Systems, holds a joint appointment in both the School of Computer Science and the School of Artificial Intelligence, and spoke as the faculty representative at the opening ceremony for the 2025 graduate cohort[s9][s30].

At the more macroscopic level of industrial judgment, Chen treats self-controllability in the AI era as a positional battle that must be won. In his September 2025 interview with Shanghai Observer, he said plainly: "In the AI era, our foundational software and hardware system must, and inevitably will, move toward self-controllability. If we keep depending on a 'chokepoint' ecosystem chain, our AI development will be held in others' hands. China's technology and ecosystem landscape in this respect has now taken initial shape, OpenHarmony included. I believe that, given our country's technological accumulation and market size, we are fully capable of concentrating our efforts, leading core technical breakthroughs from the bottom up, and openly building one or two complete, usable and easy-to-use ecosystems, achieving lane-change overtaking and autonomous development."[s9]

His description of ecosystem interconnection is vividly pictorial: one goal of OpenHarmony is to connect all kinds of consumer and industrial terminals, so that phones, tablets, computers, smart cars, smart robots and the smart terminals of every industry can all "speak a common language"; interaction need not stop at machine language but can run through more natural modes such as natural language, gesture and gaze—combining with AI to form agents, and even building embodied intelligence oriented to the physical world[s9]. A November 2025 report by Qilu Evening News also noted that at the 2025 OpenHarmony Technology Conference, Chen announced the system had achieved "AI-native services": no need to develop a complete app—simply submit a functional module, and the AI will automatically match it to the user's scenario[s52].

From the microkernel to the Agent OS, Chen's main research line has in fact run consistently: at the bottommost layer of the system, building order for the complexity of the world above. In the past he used formal verification to underwrite the determinism of code; today he is trying to use systems engineering to provide a determinism backstop for probabilistic AI. If the operating system is the foundation of the digital world, then in the age of agents that foundation needs to be re-poured—and this time, Chinese researchers and industrial forces are standing, for the first time, in the position of designers of the new foundation.

### 9. 没有退路就是胜利之路 / No Way Back Is the Road to Victory

2018年之后，“没有退路”四个字，成为华为乃至中国高科技产业语境中一个高频词。2018年中兴事件、2019年华为被列入实体清单、谷歌GMS断供，一系列冲击让“备胎转正”从预案变成现实[s45]。2024年12月，华为微纪录片《没有退路就是胜利之路》播出，陈海波在片中表示：美国的打压其实让华为更加坚定地投入鸿蒙研发，鸿蒙的研发自此进入快车道，因为华为坚信，没有退路就是胜利之路[s2]。这句话，也可以看作他本人职业生涯下半场的精神注脚。
理解陈海波，需要把他放回中国基础软件突围的群像之中。鸿蒙不是一个人的作品：王成录，哈尔滨工业大学博士，1998年加入华为，历任中央软件院总裁、消费者业务软件部总裁，2015年启动“华为软件基础设施1.0”项目，是鸿蒙系统研发的主导者之一，2019年9月将鸿蒙OS基础通用部分全量捐赠给开放原子开源基金会，后来创立深开鸿并出任CEO[s44][s45]；武延军，中国科学院软件研究所研究员，2020年5月率队加入鸿蒙主战场，带领30多位工程师在“联合作战室”封闭攻关8个月；郑森文，软件所高级工程师、首批开源鸿蒙社区开发人员之一，在央视《鸿蒙星光盛典》上说“我特别想对五年前的自己说，谢谢你当时没放弃”[s45]。陈海波在这组群像中的位置，是技术底座的架构者与学术—产业的连接者：他带队设计微内核与形式化验证体系，把论文里的前沿方法变成亿级设备上的工程现实；他执掌TSC，把一个企业的开源项目凝聚成产学研共建的社区。
行业媒体对他的评价，朴素而直接。上观新闻援引业内人士的说法，称他是“操作系统里数一数二的大牛”[s4][s2]；凤凰网科技把他称为华为鸿蒙的“操盘手”，惊叹于这位“80后神级学霸”的论文产出强度[s11]；复旦校友会的评价则带着母校的温情：陈海波和中国其他学者共同努力，在操作系统领域的研究上向前走了一大步，“在他们身后，是无数在他的激励与影响下踔厉奋发、勇毅前行的青年学者。他们一起向世界证明了，一股不可忽视的‘中国力量’正在蒸蒸日上”[s2]。电气和电子工程师协会（IEEE）在其Fellow评语中写道，陈海波“为分布式操作系统的设计和实现做出了贡献”[s2]。
陈海波本人始终保持着一种工程师式的低调。他很少在公众场合谈论个人，为数不多的个人叙事也都指向方法论而非成绩。谈学术，他说：“研究过程中会遇到各种各样的问题，如果你遇到一座山想要直接绕过去，再遇到一座山你仍然会选择绕过去，那么如果遇到更大的山，再躲就来不及了。”[s3]谈系统研究，他说兴趣与恒心（Persistence）最重要——这是他从MIT的Frans Kaashoek院士获ACM-InfoSys奖访谈中读出的心得，也是他自己二十年学术长跑的写照[s16]。谈身份，他把自己定义为“一座桥梁”[s10]。谈育人，他说协同育人“不再是灌满一桶水，而是点燃一团火，并把这团火引到需要光的地方”[s10]。
他的生活半径，被华为与交大两点一线填满。工作日在华为上班，周末回学校实验室，这种“两头跑”的节奏持续多年[s10]。在学校，他是学生眼中“知识渊博但和蔼可亲的学习伙伴”，师生之间相互交流、取长补短，关系融洽[s3]；在企业，他是统领内核实验室的首席科学家，带领团队在端、管、云场景推动操作系统核心技术海量商用[s29]。两种身份在他身上没有产生撕裂，反而形成了一种罕见的闭环：产业现场的难题成为学术论文的源头，学术前沿的方法成为产品竞争力的底牌。
这份档案把陈海波归入“格局”篇。所谓格局，不是头衔的高度，而是选择把个人能力投向何处。2011年前后，他已经是亚洲最顶尖的青年系统学者，面前摆着通向世界一流学术声誉的坦途；2017年，他选择把一半以上的精力压进一家中国企业的自主操作系统工程，去做一件失败概率极高、短期回报极不确定的事[s11][s26]。这个选择背后，是他对时代命题的判断：操作系统是“信息产业之魂”，是关键的“卡脖子”技术之一[s35][s38]；一个大国不能没有自己的数字地基。他在教材序言、大会演讲、访谈中反复回到这个判断，语气始终平静，没有悲情，只有一种工程师特有的笃定：问题在那里，总要有人去解。
